The Secretariat

The Agenda for Social Equity 2074 Secretariat is the permanent custodial and administrative organ established to safeguard the integrity, continuity, and universal applicability of Agenda 2074. It operates under the authority of the Global Social Equity Alliance (GSEA) and exists to preserve the Seventeen Social Global Goals as a coherent, long‑horizon social equity canon, designed for voluntary adoption across jurisdictions, sectors, and institutional forms.

The Secretariat’s mandate is strictly custodial. It does not implement programmes, execute projects, allocate funding, certify entities, or adjudicate compliance. Its role is to maintain the normative framework of Agenda 2074, to steward interpretive coherence over time, and to ensure that transparency is achieved without exposure, coercion, or comparative harm.

Agenda 2074 is intentionally structured around a separation of powers. While GSEA serves as constitutional custodian of the framework, the Global Social Impact Alliance (GSIA) operates independently as the ethics, compliance, and adjudicatory authority. Programme implementation is carried out by designated implementation bodies, including Agenda 74 Agency and associated programme vehicles, while digital enablement is provided through DESA units. Membership activation and certification ecosystems operate separately through the World Social Label Group. The Secretariat does not encroach upon any of these mandates and does not substitute for them.

Within this architecture, the Secretariat’s function is to hold the centre: maintaining the canonical texts, issuing interpretive guidance, stewarding documentation discipline, and administering the certified registry of Agenda 2074 instruments. It ensures that references to the Social Global Goals remain accurate, that the use of Agenda 2074 nomenclature and marks is precise, and that public communications remain faithful to the principles of dignity, autonomy, proportionality, and non‑comparativity.

A defining characteristic of the Secretariat’s work is its commitment to confidentiality‑by‑default and consent‑led disclosure. The Secretariat does not publish entity‑level data, validation evidence, or comparative assessments. Any entity‑level public reference to Agenda 2074 requires explicit, informed, and revocable consent, recorded through a consent‑ledger mechanism. System‑level transparency is achieved exclusively through anonymised and aggregated reporting, designed to support learning and accountability without exposing individual actors.

The Secretariat also serves as steward of the non‑enforcement elements of the Agenda 2074 digital trust architecture. This includes maintaining technical baselines for consent‑ledger semantics, anonymisation parameters for system‑level reporting, registry metadata standards, and documentation interfaces. These baselines are vendor‑agnostic and non‑binding, and they do not constitute certification, approval, or endorsement of any platform, programme, or technology.

To ensure institutional independence and long‑term continuity, the Secretariat is funded through internal constitutional levies within the Creativa ecosystem. These contributions are ring‑fenced, proportionate, and governed by strict treasury and integrity controls. Oversight of levy routing and financial integrity is exercised by GSIA without conferring policy or operational authority over the Secretariat.

Engagement with the Secretariat is limited to custodial matters. Governments, Regional Economic Communities, development finance institutions, programmes, validation partners, and membership organisations may seek canonical guidance, interpretive notes, documentation alignment, or publication discipline support. The Secretariat does not issue endorsements, rankings, or eligibility determinations, and it does not participate in procurement, vendor selection, or programme design.

All instruments issued by the Secretariat—including the Secretariat Charter, funding directives, and procedural instruments—are maintained in a certified registry with clear versioning, effective dates, and public summaries where appropriate. The Secretariat’s work is designed to remain portable across legal systems, resilient to political and market cycles, and intelligible over the fifty‑year horizon of Agenda 2074.

In fulfilling this role, the Secretariat exists not to lead by authority, but to serve by restraint. Its purpose is to ensure that Agenda 2074 remains credible, ethically grounded, and institutionally stable—today and for the generations for which the Agenda is intended.
